US Navy Department appointment signed ("Gideon Welles"), as Secretary of the Navy. Washington, DC, 26 September 1866. 1p., folio, 15 x 9 1/2 in., top edge partially affixed to board for display under mat. With vignette of a steamer at top and embossed seal.

Welles served as Lincoln's Secretary of the Navy. He proposed the blockade of Southern ports and the construction of an ironclad fleet.
