Forney, in addition to 164 Senators and Congressmen.A decorated and rare engraving based on the signed "souvenir" copies on parchment, a handful of which were signed by the President, the Senate and Members of Congress when the amendment was submitted for ratification in February 1865. This Reconstruction-era engraving, elaborately decorated by an important firm of engravers, contains no indication of the purpose for which it was intended. It was copyrighted by D.R. Clark in 1868.
