Appointing Colonel Lewis a member of an Emergency Board under the Railway Labor Act, re dispute between Chicago, Rock Island & Pacific Railway Company and certain employees. Horizontal crease through signature. * Washington, April 26, 1946. Expressing his appreciation for Colonel Lewis for his successful efforts on the Emergency Board re the Texas & New Orleans Railroad labor dispute. Crease just touching bottom of 1 letter of Truman's signature. * Washington, May 21, 1946. Thanking Colonel Lewis for his report re Chicago, Rock Island & Pacific Railway Company and The Brotherhood of Railroad Trainsmen. * Washington, September 3, 1946.
