Note reads in entirety: "Sec. of the Navy, please / see the bearer E.L. / Baker, who has a bro / ther in the Marine / Corps. / A. Lincoln."  Lincoln may refer here to Edward Lewis Baker (1829-1897), an editor and co-owner of Illinois State Journal in Springfield, Illinois. Baker was a politically active lawyer, and was married to Lincoln's niece, Julia Edwards.
