An acknowledged leader of the Philadelphia and Pennsylvania Bar, Hare served as a Judge in the District Court of Philadelphia County from 1852 to 1874, and as President Judge of that court from 1867 to 1874. He served as President Judge of Common Pleas Court, No. 2 from 1875 to 1896. Hare also held the position of Professor of Constitutional Law in the Law Department of the University of Pennsylvania.
