A native of Ireland, Haly represented Philadelphia in the Pennsylvania Legislature for two years. He is best known as the co-author with Francis Troubat of The Practice in Civil Actions and Proceedings in the Supreme Court of Pennsylvania and in the District Court and Court of Common Pleas for the City and County of Philadelphia and also in the Courts of the United States (1837).
