The Monroe Doctrine was first presented to Congress in an otherwise routine annual message. [Laid in:] Fair copy in a secretarial hand of Legislation passed by Congress 7 May 1822 regarding the building of lighthouses with a note in a different hand confirming the passage of the legislation, wax seal on verso. The legislation (Seventeenth Congress, Sess.I, Ch.119, Sec.6) reads in part: "And be it further enacted, That the Secretary of the Treasury be authorized and required to cause to be erected in the Bay of Delaware, at or near a place called the Shears, near Cape Henlopen..." (cleanly torn at both folds).
