"You know (or ought to) my views as to the necessity of discovering some method of measuring capacity which will enable us to form panels of persons eligible for election to or selection for (A) Diplomacy and Finance Departments, B Home Departments on a national scale, C municipalities, & so on.Can you do anything in that direction?"
