MS. document in a secretarial hand, signed by founder and governor of Pennsylvania, William Penn, directing the "survey and lay out for my use all such tracts of vacant Land untaken up as lie within seven miles of the Town of Newcastle or seven miles of the River Delaware twelve miles below or above Newcastle..."; docketed on verso. Creasing from original folds; scattered small open tears, not affecting Penn's signature; lightly dampstained.
