Includes "Reports of a Committee of Congress," recommending changes in the national government (Articles of Confederation) which became the initiative for the Constitutional Convention. Creasing along old folds, with separation and loss of several letters and words along center horizontal fold; chipping at blank edges; lightly toned. See Bringham pp.937-940.
