To Brigadier General W(illiam) T(ecumesh) Sherman, "... I wish I could have said absolutely that all requisitions for your troops will be immediately responded to... But there is a limit to possibilities..." [expounding at some length on the financial exigencies of the war] [and ending with a post script], "...do not overestimate your enemy's force so much as to delay greatly your aggressive movements. In my judgement we have lost much in this way." Signed as Secretary of the Treasury.
