Autograph letter signed, George Washington philadelphia, pa, january 7, 1795

To Pierce Butler, Federalist senator from South Carolina, relating to Butler's objections to expenditures for the construction of Naval frigates appropriated by the Washington Administration by the Act of March 27, 1794. The letter reflects the tensions between the Congress and the Executive branch over control of military spending under the new Constitution. The six frigates built under the Act included the U.S.S. Constitution.
