The caption is likely a reference to Fremont's many expeditions to the west, on multiple occasions seeking a feasible railroad route through the Rocky Mountains. It is not exactly clear what point the cartoonist whose work is reproduced here was trying to make, but one could surmise that Frémont's expeditions were thought of as childlike or pointless.
