A GROUP OF GEORGIA LAWS AND LEGISLATIVE JOURNALS SPANNING SECESSION, THE CIVIL WAR, AND THE BEGINNING OF RECONSTRUCTION.
Together, these six volumes document Georgia's government from the final months before secession through the collapse of the Confederacy and the state's first postwar legislative session. The earliest, containing the acts of the November-December 1860 General Assembly, was printed shortly after Georgia's secession convention voted on 19 January 1861 to withdraw from the Union. The Code of the State of Georgia, prepared by R.H. Clark, T.R.R. Cobb, and D. Irwin, followed in 1861 and represented the state's first comprehensive codification of its laws.
The wartime volumes record the continuing operation of Georgia's legislature from Milledgeville, including its extra and called sessions of 1863, as the state government confronted the demands of the Civil War. Milledgeville, Georgia's capital from 1807 to 1868, remained the seat of government throughout the conflict and was occupied by Sherman's forces during the March to the Sea in November 1864.
The final volume contains the acts of the General Assembly convened from December 1865 through March 1866, the first legislative session following the Civil War and the beginning of Reconstruction in Georgia. Georgia would not be permanently readmitted to representation in Congress until July 1870, the last former Confederate state to do so.
