In full: "Lieutenant Paulding was attached for a considerable time, to the U.S. Ship Independence under my immediate command. During of which time his conduct met my entire appreciation; and gave great evidence of becoming a most valuable officer. As Such I recommend him to the notice of the Navy Department..." Commodore William Bainbridge (1774-1833) was an early career officer in the United States Navy, serving with distinction in the Barbary Wars and War of 1812.

Hiram Paulding (1797-1878) was a career U.S. Naval Officer who served with distinction from the War of 1812 through the American Civil War, eventually attaining the rank of Rear Admiral.

Paulding had served on a number different ships from 1818-21 tasked with patrolling the Algerian coast, including the Independence. Afterwards he spent 18 months studying at the first private military academy in Norwich, Vermont (now Norwich University), possibly thanks to this recommendation.
