It is believed that this portrait dates to the 19th century. William Williams, a portrait and miniature painter, was born in New York and worked in that city as well as Philadelphia, Charleston, South Carolina and Newbern, North Carolina. He is best known for his two portraits of George Washington in Masonic Regalia, one oil on canvas, the other pastel on paper. In 1821, upon converting to Catholicism, the artist changed his name to Joseph Williams.
