The cotton stars machine-sewn in a zig-zag stitch to a two-part wool bunting canton, machine-sewn wool bunting stripes, heavy linen header stenciled, "U.S. Ensign No. 6 New York Navy Yard Feb 1908 C. No. ....60," and fitted with five brass grommets, stitched to black fabric.
