The machine-sewn double appliqued 'akimbo' cotton stars arranged in 6 rows of 6 on a wool bunting canton, machine-sewn wool bunting stripes, canvas header inscribed in ink, "H. Randolph Elliot," and fitted with brass grommets, mounted in a UV resistant plastic box.

The flag probably belonged to Harry Randolph Elliot (1862-1946), a successful printer and manufacturer of stationery. For many years, the H. Randolph Elliot & Company was located at 13 Stone Street in Brooklyn, New York. Elliot's father, Edward Compson Elliot (1827-1912), was born in England and arrived in New York in 1848. He became an American citizen in 1876.
