The cotton stars hand-sewn to a cotton canton in the "Cowpens'' or "Third Maryland Regiment" design of a circle of 12 stars enclosing a single star, 9 cotton machine-sewn and pieced stripes, the canton rests on red "war" stripe, rolled machine-sewn hoist end, mounted.

The "Third Maryland Regiment" flag is associated with the American Revolutionary War and was purportedly carried at the Battle of Cowpens in South Carolina by William Batchelor, Third Maryland Regiment, January 17, 1781. The battle marked a turning point in the war.
