An attorney, politician and educator, Graham served as District Attorney of Philadelphia from 1880 to 1899. He was elected to Congress as a Republican in 1913 and served until his death in 1931. He also held the position of Professor of Criminal Law at the Law School of the University of Pennsylvania.
