To Pierce Butler, Federalist senator from South Carolina, relating to Butler's objections to expenditures for the construction of Naval frigates appropriated by the Washington Administration by the Act of March 27, 1794. The letter reflects the tensions between the Congress and the Executive branch over control of military spending under the new Constitution. The six frigates built under the Act included the U.S.S. Constitution.

Pierce Butler (1744-1822) the largest slaveholder in South Carolina disinherited his only survivng son and passed his estate to his grandsons as long as they changed their surname to Butler from Mease. The letter descended to grandson Pierce M. Butler (1810-1867) who married the English actress Fanny Kemble (1809-1893). Their oldest daughter, Sarah Butler married Owen Jones Wister. Thence to their son, Owen Wister (1860-1938), to his son William R. Wister to the present owners.
