Kennedy would be allowed to run for a U.S. Senate seat in New York as he was neither a resident nor registered to vote there; the state Democratic Committee had to give him permission to run. He was given the go-ahead in September 1964 and began his campaign with a rally in Buffalo, New York – pictured here.
